*Inauguration Day is a holiday in the city of Baton Rouge once every four years, and Memorial Day shall be annually proclaimed as a legal holiday as specified in R.S.1.55. General Election Day is a state holiday the first Tuesday after the first Monday in November in even-numbered years.


Temporary Instructional Permit (TIP)

The Temporary Instructional Permit (TIP) was implemented statewide in Louisiana on 9/4/2018. A TIP card must be obtained from an actual state Office of Motor Vehicle location. The purpose of the temporary instructional permit card is to prove to a Louisiana based driving school that the person has had his or her identity verified by the Office of Motor Vehicles and has addressed any sort of medical conditions that could prevent a person from being in the driver seat of a vehicle. Lastly, the TIP card also provides permission for the driving school to conduct the behind-the-wheel training for an individual. It is required that the TIP card is to remain in the possession of the person when operating a motor vehicle during the behind-the-wheel training and during the administration of the road skills driving test. The temporary instructional permit does not allow for any person to drive in a vehicle with a licensed driver. ­This permit is only for the use of being able to drive with a licensed driving instructor while attending a driver’s educational course. Once the person has completed his or her driver’s education course, the temporary instructional permit card will need to be surrendered to the Office of Motor Vehicles in order to obtain a learner’s permit or a driver’s license. The temporary instructional permit can be issued to any person 14 years of age and above.

All minors must present the following documents to the Office of Motor Vehicles to obtain the TIP:
1. A certified birth certificate or unexpired United States passport
2. Social security card
3. Certificate of attendance from the school attending or enrolled. *No longer needed as of 8/1/2020
4. A custodial parent or legal guardian must sign the application. The parent must present identification along with custodial documents if parents are divorced. Legal guardians also must present legal documentation verifying the guardianship.
5. Two proof of residency for custodial parent or legal guardian
6. Proof of auto insurance for custodial parent or legal guardian
7. Office of Motor Vehicles’ fee

All adults must present the following documents to the Office of Motor Vehicles to obtain the TIP:
1. A certified birth certificate, Louisiana ID card, unexpired United States passport, or current military ID
2. Verification of your Social Security Number is required. Acceptable verification includes your social security card, W2 form, or a print out from the Social Security Administration verifying the number. If you do not have a social security number, a letter from the Social Security Administration must be presented.
3. You must also present one additional form of identification such as a photo work ID, high school diploma, insurance card, etc.
4. Two proof of residency

The High School Enrollment Form

Every high school is different, but typically the enrollment form can be obtained from the front office or from the guidance counselor.

As of now, any student attending Walker High School can request the enrollment form online by visiting: Walker High School’s Online Enrollment Form Request.

Driver’s License Issuance for Aliens Temporarily Residing in Louisiana

All applicants who are trying to apply for a learner’s permit, driver’s license or identification card are required to present proof of identification as outlined by Louisiana law.

Eligibility for a Louisiana learner’s permit or driver’s license is based on your status with the Department of Homeland Security and the length of your stay in the United States of America. There are certain status classes that are not eligible for a learner’s permit or driver’s license, such as B-1 or K-1. You must have at least 30 days remaining on your stay in the U.S. at the time of permit or license issuance. Applicants with less than 30 days remaining on their stay are not eligible for a Louisiana learner’s permit or driver’s license.

*Identification:
A. You must present your current passport with documentation from Homeland Security indicating your status in the United States.
B. Social Security Number verification.
C. In addition to these two items, you may be required to present additional forms of identification, depending on your status. For example, an F-1 status applicant must present a valid school ID, current school fee bill, and I-20.

*Proof of completing a Louisiana driving course:
A. 38 HR Driver’s Educational Course (mandatory for 15 – 17 year old applicants). For more information on the 38 HR driver’s education class, please visit: HERE.

B. 14 HR Driver’s Educational Course (mandatory for 18 years of age and older). For more information on the 14 HR driver’s education class, please visit: HERE.

These driver’s education courses are offered by driving schools that are licensed by the Louisiana Department of Public Safety.

NOTE: Persons with an international driver’s license from Germany or Switzerland are exempt from this requirement.


*Proof of successfully passing the road skills driving test:
The road skills driving test is the official driving test for a Louisiana’s driver’s license. For more information on the road skills driving test, please visit: HERE.


Effective 02/17/2009, a Non-Permanent Resident Alien must have at least four (4) years of legal presence remaining on his or her immigration documents when applying for a Louisiana learner’s permit, driver’s license or identification card. If he or she has less than four years remaining, the credential will be issued with a variable expiration date (to reflect his or her last day of legal presence) and will display “Limited-Term”.
